Yes, your child is the one, even a brand new baby. All children are born with the desire to learn, one that will be with them for the rest of their lives; and you are the lucky one who has the honor of guiding and supporting your child forever.

What does your child have that allows for this?” Curiosity. Unless you greatly interfere with it, there is an inborn drive to seek information and to understand the world. This thirst for knowledge was there at the start and under the right circumstances will always be there to spur your child on to great learning achievements.
